Testing for PIAL/ISO requirements are part of an annual routine that, if supported by the convenience of Fireserve records management year-to-year, can be a less stressful situation with a more rewarding result.

Apparatus Pump

Annual testing is crucial in order to receive the credit for apparatus pump testing and also for the safety of the fire fighters and community. Any issues that are discovered with the apparatus pump with be addressed, recorded and if necessary, the pump will be disabled for use – all with a paper trail to record credits, supporting checks and balances on the most vital equipment. Apparatus (Emergency Vehicle) Maintenance is a critical component to Annual Equipment Testing and often suggested prior to Pump Testing Trucks or Inspecting Aerial Ladders. NFPA 1911 outlines Apparatus Maintenance recommendations and procedures. Fireserve, partnering with a third party, assures documentation is clear, concise and stored with apparatus files for the life of the apparatus.

Fire Hose

Annual testing of fire hoses is crucial to both the safety of the fire fighters and also for the PIAL/ISO credits available to the fire departments. Fireserve provides the hose testing service to determine the hose performance pass or fail status. If the tested hose fails, it is rolled backwards to eliminate the possibility of future use and then put of commission. NFPA 1962 outlines Hose Testing Procedures. Fireserve utilizes hydrostatic testing pumps in order to test fire hose. Depending on the size of the department, we can test up to 3000 feet of attack or supply hose at a time. After testing, Fireserve will load hose in the same manner they were removed so the hose is ready for deployment during a fire.

Ladder

(Aerial & Ground)

There are two types of ladder testing – Ground and Aerial. NFPA 1932 outlines Ground Ladder Procedures. Fireserve teams utilize a pull winch system to test ground ladders, as it is a safer method for both the tester and the equipment. This testing includes visual inspection, hardness tests and horizontal bend tests. After testing, Fireserve will replace any missing labels, heat sensors and provide a label showing the ladder has been tested and is in good condition.  For aerial ladder testing, NFPA 1911 outlines procedures for the testing, which is a critical component to Annual Equipment Testing requirements.  Proper aerial ladder testing and documentation is required for fire rating credit. Through a third party, Fireserve involves the following testing components: Visual Inspection / Operational Tests / NDT Testing / Bolt Torque / Fluid Analysis / Load and Drift Tests.

Nozzles & Appliances

Testing on nozzle appliances are done according to current NFPA guidelines. NFPA 1962 outlines nozzle and appliance testing procedures.

SCBA Bottle

SCBA Bottle testing is required by DOT every five years and is typically at the request of a partnering fire department. SCBA Bottle Testing is performed in the Fireserve mobile trailer and includes internal and external visual inspection, along with Hydrostatic testing. Fireserve provides rigorous testing, putting each bottle through pressure testing and individually marking with a RIN number, establishing a trail of evidence and proof of performance recordings. NFPA 1852 outlines SCBA bottle testing procedures, and proper testing and documentation is required on all cylinders.

The Effie VFD hired Kevin Johnson of Fireserve to provide advice for our most recent grading by PIAL. 2020 was our data year. Kevin advised us in 2019 and 2020 and was present when the PIAL representative visited our department in 2021. I feel most certain the department would have received a retrograde had we not hired Kevin. This grading was the eighth one I have participated in as Effie fire chief, so I am most certainly familiar with the process. The decision to hire Kevin was the best money our department could have spent. He advised us in advance so we could be certain to do the things and properly document those to maximize our points for PIAL. He responded promptly to any and all questions or concerns any time I reached out to him. Although we are a small rural, all-volunteer department with three stations and an annual operating budget of about $57,000, we will hire Fireserve again for our next rating.
